Structuring Meta Campaigns: How Many Ad Sets and Ads
A practical framework for how many campaigns, ad sets and ads a Shopify store should run based on budget and conversion volume.

The core constraint: 50 events per ad set per week
Every structural decision in Meta campaign building comes back to one number from Meta's own learning phase documentation: an ad set needs roughly 50 optimization events within a 7-day window to exit learning phase reliably. If your account converts 100 purchases a week total, you can support at most 2 well-fed ad sets, not 10. Structuring beyond your event volume doesn't add insight, it dilutes signal and keeps every ad set stuck cycling in and out of learning phase.
Working backward from your weekly conversion volume
Take your trailing 4-week average weekly purchases from Shopify admin > Analytics and divide by 50 to get a rough ceiling on how many actively-optimizing ad sets your account can sustain. A store converting 40 purchases a week can realistically support less than one fully-fed ad set, which is a strong signal to consolidate into a single Advantage+ shopping campaign rather than splitting by audience. A store converting 300 a week can support up to 6 ad sets, giving room for genuine testing structure.
Campaign-level segmentation that's usually worth it
Segmenting by campaign objective makes sense even at low volume: a prospecting campaign (Advantage+ shopping or broad interest-based) separate from a retargeting campaign targeting site visitors and cart abandoners, since these serve genuinely different jobs and shouldn't compete in the same optimization pool. Segmenting further by product category is worth it only once each segment individually can hit the 50-events threshold; otherwise it's better to keep one broad campaign and let creative, not audience splits, carry the testing.
Ad sets within a campaign: fewer than you think
For a manual (non-Advantage+) catalog sales or conversion campaign, 2 to 3 ad sets per campaign is a reasonable ceiling for most Shopify stores under EUR 10,000 monthly ad spend: for example one broad audience, one lookalike from purchasers, and optionally one interest-based test. Running 8 or 10 ad sets simultaneously with a shared daily budget under EUR 100 almost guarantees each one starves for events and never stabilizes, producing the illusion of testing without the statistical power to draw conclusions.
How many ads per ad set
Meta's own creative guidance suggests 3 to 6 ads per ad set is enough for the delivery system to identify a winner without spreading impressions too thin; more than that mostly adds noise unless your ad set is genuinely spending enough (roughly EUR 50+ per day) to give every ad meaningful individual delivery. Within those ads, vary the format meaningfully — a UGC video, a static product shot with text overlay, a carousel of best sellers — rather than uploading five near-identical variations of the same static image.
Dynamic creative versus manually built ads
Dynamic Creative, enabled at the ad set level, lets you upload multiple images, headlines and body texts, and Meta assembles and tests combinations automatically, which is useful when you have creative assets but limited time to build every permutation manually. The trade-off is you lose visibility into which specific combination is performing best, since Ads Manager reports on the ad set as a whole rather than each generated combination individually in most standard reporting views.
Worked example: a EUR 3,000/month Shopify store
At roughly EUR 100/day total spend and, assuming a EUR 25 CPA, about 120 purchases a month or 28 per week — below the 50-event threshold for even a single ad set. The right structure here is one Advantage+ shopping campaign as prospecting, and one manual retargeting campaign with a single ad set (site visitors and cart abandoners combined) running 3 to 4 ads. Two campaigns, roughly two effective ad sets, is the appropriate ceiling, not five or six.
Worked example: a EUR 30,000/month Shopify store
At this spend level, assuming a EUR 20 CPA, that's around 1,500 purchases a month, or roughly 350 a week — comfortably supporting 5 to 7 fed ad sets. A reasonable structure: one Advantage+ shopping prospecting campaign carrying the majority of budget, one manual lookalike-based campaign with 2 ad sets (1% and 3-5% lookalike from purchasers) as a genuine test against Advantage+, and one retargeting campaign with 2 ad sets split by recency (0-7 day visitors vs 8-30 day visitors).
Avoiding audience overlap between ad sets
Use Business Settings > Audiences > Overlap tool before finalizing ad set structure whenever you run more than one ad set with custom or lookalike audiences targeting a similar population, since overlapping audiences across ad sets in the same campaign cause them to compete against each other in the same auction, effectively bidding up your own CPM without adding reach.
Naming and organizing for future analysis
Adopt a consistent naming convention from day one — Campaign: Objective-Product-Date, Ad Set: Audience-Type, Ad: Creative-Concept-Version — because without it, six months of campaign history becomes unreadable when you need to compare which structural approach actually performed better. This matters more than it sounds; most accounts that feel impossible to analyze have a naming problem, not a data problem.
When to consolidate instead of expand
If you notice CPA rising steadily over several weeks while ad set count has grown, that's a signal to consolidate, not add more tests. Merging two underfed ad sets targeting similar audiences into one, doubling its effective event volume, often lowers blended CPA within one to two weeks simply by letting the algorithm optimize against a fuller data set instead of two thin ones.
Testing structure versus scaling structure
Keep a small, clearly-labeled 'testing' budget (10-15% of total spend) in a separate campaign for genuinely new creative concepts or audience ideas, and keep your 'scaling' budget concentrated in the 1 to 2 campaigns that have already proven stable CPA. Mixing untested creative directly into your main scaling campaign muddies which changes are responsible for performance shifts.
