iOS Privacy Changes and What Shopify Merchants Can Still Measure
A clear-eyed look at what App Tracking Transparency and Safari's ITP actually restrict, and what measurement still works for Shopify stores.

Two different restrictions, often conflated
Merchants frequently talk about 'iOS 14' or 'Apple privacy changes' as one single thing, but there are actually two distinct restrictions worth separating. App Tracking Transparency (ATT) governs whether an app like Facebook or Instagram can access the device's IDFA (identifier for advertisers) to track a user across other apps — this affects in-app ad tracking within Meta's own apps. Safari's Intelligent Tracking Prevention (ITP) is a separate, browser-level restriction on third-party cookies and now first-party cookie lifespans in some cases, which affects web-based tracking regardless of which app or ad platform is involved, including Shopify storefronts visited via Safari.
For a Shopify store, ITP is generally the more consistently relevant restriction because it affects every Safari visitor to your storefront, not just users who saw an ad inside the Meta app ecosystem and declined an ATT prompt. Understanding this distinction matters because the fixes are different: server-side Conversions API and Enhanced Conversions primarily address the data-loss caused by ITP-style browser restrictions and ad blockers, while ATT opt-out rates are a separate metric tracked within Meta's own ad account reporting that server-side tracking does not directly reverse.
What ITP specifically restricts today
Safari's ITP limits how long first-party cookies set via JavaScript persist (historically capped around 7 days for some cookie-setting methods) and blocks third-party cookies from cross-site tracking entirely. Per Apple's WebKit documentation, this means a marketing pixel relying on a long-lived browser cookie to recognize a returning visitor days later, without a fresh interaction, will lose that cookie well before a typical purchase consideration window closes for many products. This is the mechanism behind the 'my Meta pixel undercounts conversions' problem many merchants notice specifically on Safari and iOS Safari traffic.
What still works reliably
Server-side event delivery via Shopify's Web Pixel infrastructure, forwarding events like checkout_completed to Meta's Conversions API or Google's systems, is not dependent on a long-lived browser cookie surviving until purchase — it fires from Shopify's backend when the order is placed, referencing whatever click identifiers (like Meta's fbclid-derived fbc parameter or Google's gclid) were captured earlier in the session and stored server-side. This is precisely why server-side tracking, covered in more detail elsewhere, is the primary practical response to ITP rather than a separate, optional upgrade.
First-party, logged-in customer data also remains fully measurable regardless of Apple's restrictions: if a customer creates a Shopify account or logs in, their order history, lifetime value, and repeat purchase behavior are all recorded directly in Shopify's own database with no dependency on third-party cookies or browser-based tracking at all. This is why Shopify's native Customers and Analytics reports remain a reliable ground truth for revenue and retention questions even as browser-based ad platform reporting has become less complete over the past several years.
What genuinely got harder
View-through attribution — crediting a sale to a customer who merely saw an ad without clicking it — has become substantially less reliable, since it depended most heavily on cross-site cookie tracking that ITP directly targets. Multi-day click attribution windows are also less complete than before, since a click captured on day 1 may not have a persistent cookie to match against a purchase on day 6 without server-side click ID storage bridging that gap. And cross-device journeys (see an ad on phone, buy on laptop) remain essentially unmeasurable at the individual-user level unless the customer is logged in on both devices with matching account data.
What Shopify merchants should stop expecting
It's worth explicitly retiring some pre-2021-era expectations: exact, granular multi-touch paths showing every ad a specific customer saw before buying are not coming back through browser-based tracking, regardless of what tracking vendor you switch to. Any tool claiming to fully restore pre-ATT-era, person-level cross-app tracking accuracy through some clever workaround should be treated skeptically — Apple's restrictions are enforced at the OS and browser level, not something a marketing app can route around from outside the device.
Practical adjustments to campaign structure
Given shorter reliable attribution windows, it's often more realistic to set Meta campaign attribution settings to 7-day click, 1-day view (Meta's default recommended setting) rather than longer windows that increasingly rely on data ITP restricts. On the measurement side, treat Meta's and Google's reported ROAS as directionally useful but expect some undercounting versus true incremental impact, and lean more heavily on Shopify's own revenue trends and, where feasible, occasional incrementality tests (geo holdouts or brand lift studies) to validate that reported numbers still track real business impact.
The role of consent mode and first-party data collection
Google's Consent Mode (v2, required for EEA traffic since March 2024 per Google's own enforcement timeline) allows Google to model conversions for users who decline analytics or ad cookies, using aggregated and anonymized signals from consenting users to estimate the behavior of non-consenting ones. This is a different technique from server-side tracking — it's statistical modeling to fill gaps, not direct measurement — and Shopify merchants running Google Ads to EEA traffic need Consent Mode correctly configured (typically via the Google & YouTube channel app's settings or a consent management platform integration) or Google Ads conversion reporting for that traffic will be increasingly understated over time.
A realistic weekly monitoring habit
Rather than chasing perfect measurement, build a habit of checking the gap between platform-reported conversions and Shopify's actual order count weekly, segmented by device type where possible (Shopify's analytics can break down sessions by device). A growing gap specifically on mobile Safari traffic, while desktop and Android gaps stay stable, is a useful diagnostic that points specifically at ITP-related loss rather than a broader tracking failure, helping you decide whether the fix is a server-side tracking configuration issue or something else entirely, like a broken pixel.
Where this leaves budget allocation decisions
Because reported ROAS understates true performance to varying, inconsistent degrees across channels and audiences, resist the temptation to make large, reactive budget cuts based on a single week's reported ROAS dip that might simply reflect measurement noise rather than real demand change. What remains fully reliable is first-party Shopify order and customer data, server-side event delivery for events tied to an actual purchase, and directionally useful (if imperfect) platform-reported conversion data when properly configured with Conversions API, Enhanced Conversions, and Consent Mode. Building measurement expectations and campaign decisions around that reality, rather than around restoring old precision, is the more productive path forward.
